There is a back up switch that may be bad.

On 97 and up gm cars, they have circuit boards. not all these work quiet right. mine does it. all you can do is bend the prongs or get a new circuit board. circuit board is what ALL your lights sit in on your tail lights

Hello I have a 2001 chevy cavalier and yesterday morning I tried to start my car and turned over the key and it did absolutely nothing. There was no clicking or winding noises only noise I heard was my fuel pump kicking on. All my lights are working normal and so is my radio.
