Why does my 4.3 surge at idle but not when given rpms?

why is my 1989 S-10 Blazer have a surge in fuel, a gas smell after then drives by itself around 35 to 40 mph? This is an intermittent thing and it does it every day and mostly after sitting awhile. I've replaced two old fuel injectors with new ones, had a complete tune-up. Three mechanics can't find the problem. I really like the model and want to keep it going, but it's very frustrating when it revs up the motor that way. Any help is appreciated. thanks
