will a bad fuel filter stop a car from starting

car turns over but wont start and there is a strong gas smell after several
attempts to start it

It sure will if clogged, fuel starvation. I know little about Cadillac's but that is generic automotive knowledge. Now, I feel the need to warn you about the odor of gasoline. Whenever you can smell raw gasoline there is a source of gas that can cause a fire that can overwhelm you before you realize what is happening. Please be careful
