When I turn my key backwards in my 1996
surburban the dash does not light up preventing my
emissions from passing

The only thing that should stop you from Insp is if you turn your key forward and check engine light does not illuminate. Backwords has nothing to do with Insp.

My 95 doesn't light up the dash when the key is backwards either. I don't think it's supposed to.
