When go down road between shift to second gear you feel it surge or hesitate when you give it gas.

Replaced plugs and wires. I do not know about water in fuel.  I put something for water in
gas.  It helped some, but it is still there.

It wouldn't be a problem with water in the fuel, It sounds like you could have a slight vacuum leak.
