Jaguar s type not getting enough fuel under load

I have an s type 2001 3litre that sounds fine
when idling, and revs with no issues, but
when you put it under load it simply isn't
getting sufficient fuel, and starts to fire on
fewer cylinders. It doesn't cut out and will
return to idling fine, but simply judders
under load. Any ideas what may be wrong?

I've eliminated things like plugs. It's fine when the cold start is active but as soon as it turns off it splutters and simply doesn't get enough fuel.
