Greetings..on the issue of 97 Riviera..I don't know of any condition that the harmonic balancer would have on the vehicle dying at lights. Question why was the balancer replaced? Dying at lights appears to be related to the vehicle's cam sensor and the issue of the vehicle's inability of moving..check the exhaust system to ensure energy is able to flow freely..it could be the vehicle's catalytic convertor is clogged and or the vehicle's fuel injectors are clogged. Good Luck..
