i replaced the catalytic converter and the mechanic could not clear the codes so he disconnected the battery i drove for 100km and took it in for e test they tell me that the vehicle diagnostic link connector (dlc)  does not meet the minimum voltage requirement on pin 16,wwhat does this mean and should i look for a short or replace the dlc with used or after market part,i spent 500 on safety(front / back brakes & rotars),new tires $700,catalytic converter150 and now this so any ideas i am almost out o cash

THEN H THRY DID NOT FIX IT...TAKE IT BACK TO THEM.UNLESS IT WAS FREE..
