Sounds like a stuck Brake Caliper not releasing fully from the disk, or internal expanding hub. If this happens to me, I go to a very open Parking Lot, or a Street with NO cars coming or parked on it. Accelerate backwards to a fairly fast speed, then hit the brakes hard. Try this a couple times, it usually un sticks the Brakes. If this doesn't solve the problem, it could be a wheel Bearing issue.

My 2016 is doing this. Only 3 weeks left on my 60 day dealer warranty. Visual checks out. Second opinion checked out... Sounds just like power steering pump , could this be it?

I contacted Chrysler about mine and now almost a year later the dealership is buying mine back. I had it in the shop 4 Times for the brakes and they could never get it fixed

I bought it used @ Reno Hyundai. I called Chrystler. Their answer " Normal characteristic for this vehicle. We will contact you if there's a recall. Safety checks as good." My answer it's a bad characteristic! Loud seeks and grinds on back up. Like calipers are sticking.
