The gas tank is a 1/4 full but it won't fill with gas, it just sprays back out.

We have put in gasoline antifreeze and even after sitting in a warm garage the gas won't flow in. We were able to untie a metal hangar fully and stick it in through the fill hole and it went in all of the way with out reaching a blockage. Any ideas?
