how to get car to start when theft light is on

i have a 1997 cavalier the theft light is on and car wont start. ive turned key
forward for 11 minutes 3 times and still nothing. got new starter and battery
and still theft light is on and wont start. any ideas of what to do next?

Either replace the anti theft (icm) or run a power sorce from under your dash to a togle switch to the orange wire before the ecm wich is what regulates your fuel pump and fuel injectors that your icm or antitheft is shutting off the power to.
