Coolant not circulating in the block causing it to over heat

Jeep is still over heating after we have replaced the following parts. Both 3-
way values due to them being cracked, water pump, thermostat. The heat is
working  very seldom but the heater core is not leaking coolant on the
passenger floor. Yesterday i started it and it started rough and smoked at the
tail pipe. but since then the some has not been bad. The oil is fine no water.
It now has a tick since yesterday. I need to know what to do next. TIA

White. It was a little colder yesterday, and that is what it reminded me of but it did not quit after it warmed up. The motor that is in it is a rebuilt that was put in 2 years ago. I would say it has roughly 60K on it.
