Cold air from under front seats

In the winter cold air flows constantly from under the front seats, all windows are up, heater is on and everything else works fine. Does anyone know where the air is coming from?  Thank you!

the vent setting is on open. click on the button on dash where you will see an arrow around in a circular motion to close the vent.
