why is my 2004 volvo s60 making a whistling noise?

makes a whistling noise. It only happens when I would go into a store or somewhere and
I start my car or if I accelerate . I had the tensioner replaced because it was in bad
shape, the noise stopped, but it came back. I had the catalytic converter replaced
because it was clogged and my car would get extremely hot when I drove it and the noise
stopped then came back. Could it be a vacuum leak?

Yes, A whistling sound, especially if it is coming from engine bay, is often a vacuum leak. Any problems with car or CEL or any warning lights on?

No there is no warning lights or anything. The car drives fine its just the noise I keep hearing.
