Will a bad fuse make the elecric door lock on back hatch go off and on constantly?

Just had a new alternator and battery put into Tucson but the same noise like back hatch lock is going on and off is still there and still killing battery.

No ,fuse would blow,check the switch to the rear hatch,sound,s like it may be bad.
