Yes...especially when damp/wet. I had a car that i had "tuned up" at the dealer a couple times, but never replaced the spark plug cables...until they were replaced, the problem occurred. These days, the answer may not be so clear based on the high voltage distribution system in the car (step up right at plug is not uncommon)...but I suppose you can still have similar problem even in this case.
