I have a 1998 Chevy malibu. The blower motor doesn't work at all. I'vce checked the fuses, the resistor and they are ok. I had replaced the blower motor a couple of years ago. what's the problem then.

Check for power at the blower motor to see if it is a bad motor. Check the wire connectors at the motor they can get burn or corroded

The blower motor resistor is usually the culprit. As stated above take the blower motor out and run power to it to test it.
