So my car runs good but I have white milky stuff
under the oil cap and on my oil stic

Don't panic. That's just moisture from combustion mixing with oil to make an emulsion. This happens a lot in cold weather, especially when you don't drive far enough for the engine oil to warm up enough (210F) to boil off the water. You might also want to check the PCV positive crankcase ventilation valve is not clogged. It removes moisture so it doesn't condense inside the engine and make this white goop. Also watch engine temperature to see the engine can reach normal operating temperatures...thermostat stuck open.
