2006 passat key problem where its stuck in ignition

My car was low on gas last night when i replaced my
battery fuse i took a fuse out of the right panel fuse box
and put it in my radio and my radio started up, my radio
volume doesnt work but theres power and now today i put
my key in and tried to start it and it wont start and now its
stuck inside the ignition my steering wheel is locked and
my brake and the power keeps going on and off every now
and then in my car any advice would be nice thank you
