Electric motor stays on after car is turned off

Question type: General

When the car is turned off a motor stays running near the front near the radiator but the
electric cooling fan is not running.  It causes the battery to drain and wont turn off.

What do I do to fix the problem.

Fan control module could be stuck. Or could a fan motor be running but the fan blade isn't turning?

It turned out to be the secondary air injection pump relay switch malfunction. The switch would run the pump continuously and drain the battery. The pump sends air to the catalytic converter during cold start ups. Disconnecting the connecting wires to the pump stopped the power drain.
