passing emmissions for a 2005 beetle

my questions is this, I went to to get the car legal today and when i went to
emmissions, they stuck to dianostics on the car,and nothing showed, so
went to autozone afterwards and to put it on a smaller dia machine to figure
out, Thats when  I noticed that the dianostic machine wont power up to give
any codes, So I wasn't able to make all legal today and wanted to know what
fuse or what would cause the car not to show that information, any
information would be appreciated thank you,

Usually the seller is required to provide a smog certificate with the sale of the car. I would try to make the seller take care of this problem. In the meantime check your fuses.
