The only time I have heard about fuel line bleeding is with diesel engines.
electric pump fills the lines as son as key on .if you ran dry by accident it will prime itself, keep cranking letting starter cool now and then
Ive always just cycled the key a few times and they ususally crank right up.
The real problem is that the engine surges at start up and the OP has determined that it is caused by air in the fuel line. To cure the surging try new plugs if they are old, a fresh air filter, replace or clean the PCV valve and check the rubber vacuum tubes for leaks.

I tried starting and starting the car, eventually it ran smooth, then I gave it some gas and it shut off, Good advice but I burned out my starter. But do I do this until it runs smooth or do I replace the fuel pressure switch and the pcv valve. I've already changed the plugs and air filter.
