99 VW Beetle 2.0 manual won't start, won't crank

Several month's ago a mechanic told us the starter was going out and finally I think it did. HOWEVER, I replaced the starter and it won't start, won't crank. Radio and lights and so forth work, what do I need to check next.

Check battery voltage, it should be minimum 12.4. Check the battery cables for corrosion and make sure they're tight and connected correctly. If cables are ok, check voltage signal at the starter solenoid, if signal voltage is good, u may have another bad starter, which happens a lot when u buy a rebuilt starter vs a new one
