Radiator fan wont cut on

Any idea how I can fix my radiator fan problem...the can
wont cut on but u can hear the water boiling after
driving...already replaced the fan module .. it's a 03 Jetta
1.8t wagon

I am having a problem with my engine fan. If I put on the AC it works but if I dont it does not come on. Does anyone have a solution. Can anyone also tell me whether the engine fan starts after when the engine is on or when the engine heats up it starts automatically

I have kind of the same problem with my mk6 jetta. When i turn on the ac none of the fans come on, however im am sure the both fans work because when the ac is off and my car is at idle or running only the small fan starts to spin at a high and loud speed to cool down my engine but not the large fan which in fact should be the one cooling down my engine. The large fan only spins along with small fan when the heat is on which is kind of stupid.
