My 2003 Jetta won't shut off.

The key turns all the way to the off position but won't shut off. I tried replacing the wiring
module on the end of the ignition with a new unit and no change... I have tried turning the
module manually with it out of the cylinder and no change.. It appears that the problem is
somewhere other than at the ignition switch.

its probly a broken pece of allumimuin between the cylinder and switch i replace them all the time probly have to buy a whool column from junk yard but only change the pece bolted on the bottom of the column
