2001 Volkswagen Jetta. What does this switch do?

Question type: General

There's an on/off switch on the high
beams/directional switch and it has a
symbol of the high beams tilted
down and then going straight. I have
no idea what it does.

high beams and low beams...there might be a "fog lamps" as well a dealer installed item too....headlights are supposed to project 100m according to 'bosch automotive designer's handbook'~

They aren't high and low beams. I know how to turn then on and off bit this switch doesn't do anything when I turn it on or off.

should either be a pull towards you toggle to engage the hi beams or a footswitch (old school)~ you should be able to run with "running lights" on by engaging the lights to the first click...fog lights (if equipped would be the mystery toggle switch...most of the time are broken due to road debris...if you really need them can buy some aftermarket ones for you that fit your car correctly~check jetta clubs and you'll find just the right lights to install~
