1999 VW jetta WB edition ran perfect before parked for 30 days.

The car was idling about 900 rpms now it idles at about 1100. It won't go past  
2500 rpms before it quits. I let loose of the gas pedal, press it again and it will
keep on going to 2500 but super sluggish. Could condensation in the gas tank
be an issue?

I doubt condensation, very well could be your tps or throttle posistion sensor which can effect idling and lack of throttle response.
