Trouble starting 99 suburban

Have a 99 suburban changed the starter but won't
start.  Sounds like its out of gas.  Has new fuel
pump and filter

Have you confirmed it is getting gas at the fuel rail,and if it is have you checked the engine to make sure it has fire at a plug?This is two thing,s needed to know to help me help you with your issue,without knowing these two thing,s would be just shooting at the moon.
