2004 vw gti ac

My ac compressor not coming on I'm sure it's the
clutch but my question is why are the wires that go
to the compressor constant 12v

So you connected the gauges whats the highside reading and the lowside pressure readings? 12 years old no leaks, in the condenser? 12 volts are what should be at the AC pump connector.
