How do you stop the hatch from rusting around the license plate?

I have my golf hatchback oiled each year and still see rust appearing around the plastic insert of the license plate. Note the VW now has a 12 year perforation warrantee!! I asked about mine and of course the answer is too bad that the 1998 models only had a 6 year warrantee. Really sucks!

Any suggestions on how to stop it from rusting?

I would sand it down to bare metal and undercoat with some POR-15, which is a paint that will encapsulate rust and actually stop it from progressing. Then paint over that with some body color paint. Unfortunately once rust has started, it always has to be addressed.
