1999 chevy lumina turn signals not working when levr all-the-way-engaged

Turn signal only blinks if you 'almost' push it into the set position. I had it replaced a year ago for the same problem and it failed about 4 months later - same problem. Cost over $400 for dealer to fix it. Can I replace it myself? If so, how?

Thanks for replying. I already fought with the dealership about this. They only warranty repairs for 90 days. I originally bought this car used from them. Just 8 months later, leaky head gasket - $$$. The brakes were in bad shape too. Will never do business with them again. Guess I am going to try to find a local shop that can solve this. Not buying anymore GM products - see lawsuit about them using replacing defective electrical components with the same defective component. (http://www.bloomberg.com/news/articles/2014-10-15/gm-sued-for-10-billion-over-losses-on-27-million-cars) Thanks again.
