No power at low revs after water pump and timing belt change

2.5L 5 cyl gas motor. Changed water pump and timing belt. Now it has no
power at low revs. Runs fine at higher revs. Does timing need to be adjusted?
Can timing be adjusted with a timing light? What is recommended setting?
