check engine light fails to come on

Check engine light fails to come on at all when starting the van, and will not pass smog without it. What are the possible causes?

remove the dash board and remove the dash board cover to see if the engine light is not cover wit paper or something else.

i have a wheel chair van and my engin light is on dose any one know why i tryed to changed the gas cap but that was not the problem what would it be
