Won't start turns over no spark at all

Then it's probably the distributer cap but it could also be the spark plug wires or spark plugs themselves

Checked and cleaned the wiring harness I also have vaccum line that I can't seen to get right

Well it might the vacuum line but i don't know what it is i'd have to look at it but you might want to get it checked out professionally and get them do reattach that vacuum line.
