this car has been sitting for more then 10 years. it's not running. he wants
700.00. would you buy or would not?

There was a reason they stopped driving it. I might offer $200 if it was in good shape. You will need to replace all the fluids and clean out the fuel system and the costs will add up and when you are done what is it worth? $1,000?

Depends on how much money you are willing to spend to get it running. Since you do not know what is wrong, I would walk away, unless you can fix it yourself and only buy parts.
