good deal at $9000?  All maintenance records and no scratches

The fact that it is one owner with maintenance records adds a lot of value. Spend the few bucks for a CarFax report. This will give you peace of mind or maybe uncover a hidden fault. If all is okay, offer the seller a price between wholesale and retail value for THAT car in your geographic area. KBB.com is a good source for information.
