while replacing the waterpump on 2003 camry 2.4 4 cyl. A bolt was broken from a previous repair (many years ago). Some how the water pump did not leak.
It appears nearly impossible to get a drill in there.
should I just put the pump on and hope for the best?

Not sure how much room you have to work but this trick actually works. If you can get a torch in there without melting anything try this. Get the the old busted bolt red hot, quickly take an ordinary candle and push it to the bolt and let it melt all over the broken bolt. Somehow, the wax will actually get sucked down into the bolt threads as it cools. Now take a small pic or pin chisel and tap the screw. It should begin to back out. If that's not possible, maybe a right angle drill head will enable you to drill it out enough to use a small easy out. Good luck!
