Exactly what tools and sizes are needed to change water
pump in 2000 Chevrolet blazer 4.3.Also can wrenches be
used to remove fan rather than special tool?

If you're buying parts from a local auto parts store, check with them if they rent/loan the fan clutch removal tool. The only other tools you need are basic ones - sockets/wrenches, scraper for gasket material. Getting the fan off without the tool is kinda hard tho. One tool holds it in place, the other turns the nut. If you HAVE to buy the removal tool, get it online, it's like $20-25, vs. the huge markup dealerships charge.
