What does low oil movement on cylinder 4 mean? Are you referring to the oiling of the valve train on the number 4 cylinder? Have you had the valve cover off?
yes valve cover off you can see the difference in the oil in each cylinder # 4 has significantly less oil than other cylinders
4.7s have a problem with condensation in the oil, not so much with sludge - unless this was a badly mistreated motor. Try running seafoam in the oil for 100 miles then changing the oil. Keep the PCV clean to avoid the condensation problem, in fact most owners claim running synthetic oil is the best way to avoid that (the condensation accumulates in the filler neck). Then keep an eye on the rocker arms, they love to pop off. If a lifter is not responding to the seafoam pop the rocker off and soak the lifter to clean it.
You could add a bottle of Marvel Mystery to the oil. http://www.marvelmysteryoil.com/how-to- use/marvel-mystery-oil/gasoline-engine/automobile
