I'm assuming that the engine is in good condition mechanically, YES!?! Turbocharge that puppy, the altitude is a pony killer! If not enough cash for that one, then put some 1.7 harland sharp rockers on there. I put a set on and they really woke up the mid range on my 5.2. In my estimate they're the best bang for the buck. (round $4-500)

Just had another thought, what's your axle gear ratio? Run something in the 5 range, instead of the 4's. Also, if you have an automatic, move up to a higher stall torque converter. Unfortunately, both these things require especial skills and tools...not cheap. Start with higher ration axle gearing.
