Dodge ram 46 re transmission not shifting up

So I have a 1999 dodge ram 1500 with a automatic 46 Re
and for some reason it will not shift up in drive and will not
go above 2000 rpm but if I use 1st and 2nd with the shifter
it works perfectly fine

sounds like a internal issue. is the fluid and filter clean? when was the last filter fluid change?

I just changed the filter and filled the transmission as well as I've torqued both rear and front bands to there specifications

Yeah I inspected the valve body but nothings cracked and everything looks in shape just trying to see if any one else has this problem and solution
