My 1997 Dodge Ram has a gear driven speedometer. Had to Change it out for bigger tires. Maybe the teeth are bad ?

Did you buy OEM speed sensors from NGK? I tried 3 of the after market brand ones and it didn't work. Then I bought the OEM one and problem solved!
