Vacuum system information

I'm having a vacuum issue on my 97 I fixed the
main line going to the transfer case I do have
vacuum going out on the red line to the accuator
but none on the black line....the question is am I
supposed to have vacuum on borh?

All I can say is you should be more specific , manifold vacuum goes to the brake booster and a map sensor and tranny on older models , and the ones at the throttle for advance , evap , Hard to say what your set up is or what computers you have ..
