i am changing axle seals on the front drive.   Seems they are located on the inside of the axle tube, next to the drive gears. Is it necessary to remove both axles , then the drive gears to change these seals?

We did this at the Dodge dealership where I worked, and yes, it was necessary to drop both axles and the front differential to replace the seals.
