i have a 1994 dodge ram 1500/5.9 liter.i replaced the fuel filter/pressure regulator and I still don't have the fuel pressure.my truck cranks but for some reason it isn't running.and can it make a difference if I put the filler neck on before I tried to start it?

my 1994 dodge ram 1500 doesn't start still.i replaced the fuel filter/pressure regulator but still not starting.what is the fuel pressure for it and if it's not the pressure regulator what could it be?

I have a friend with no fuel pressure at the rail valve in a '94 5.9. Difference is, he has a hot wire ( not even a toggle switch ) to the starter. Could he have messed up the charge signal to the fuel pump, too? I'm a GM guy, but wondering if his problem is in the tank?
