Fuel filter first yes, so if it starts with starting fluid, or gas, this means you still have a fuel issue. Your fuel pressure should be 13.5 to 15.5 lbs. If you have this then let the pressure gauge build up, turn key off, and it should hold pressure from what it built up to, and not drop more than 5 lbs. in 3 min. If it drops, then you have to look at the lines to the injectors, the injectors themselves, and the regulator.

Check that it is pumping fuel, then the filters....There is more than one and in some cases maybe three. Look from the fuel system to the tank. Then check your fuel regulator.
