The air conditioner fan won't come on right away.

The fan will come on after about 15 - 20 minutes of driving.  The system is cooling
because evaporator frosts up when I have the A/C on.

Your radiator fans should come on right when your ac is turned on. My truck did the same thing. As I would be driving down the road it would come on when ever it wanted to. I inspected the fan motor housing and found small metal flakes on it and the fan shroud. For giggles with ac on at an idle and fan not working I tapped on the fan motor housing and bam it came on. I replaced the fan motor and now all is good and cool. Ac and fan operated properly. Inspect your fan motor. Check to see that it has 12 volts going to it when ac is on. If it does and is still not working replace fan motor. Hope this helps and Drive safe.

Sounds like the A/C refrigerant is low... The evaporator shouldn't frost up.
