Some fuses are hot all the time, some go hot with key on. Check-em both ways, use a test light to check for voltage at fuse.

If the fuses are blown you need to change them. If you have that many bad fuses all at once I suspect wiring damage or a serious short.

Are the fuses blown? If not, maybe problem with fuse box? You have diagram for compressor relay, which fuse no voltage, either one, both?

It doesn't appear to be blown. Just doesn't light up when testing with light, with car on. I don't have a diagram for compressor.

Checking the fuses, your checking with fuse plugged in? Your touching the bare spot over each fuse leg. If one bare spot is hot and the other isn't something wrong with fuse. The horn fuse goes hot when horn relay is energized, according to my info. The crank fuse goes hot with key in the crank position. The turn fuses go hot with key on. Note the diagram, see those top fuses, check fuses and check for voltage. They supply voltage to ignition switch.
