PROBLEMS WITH LIGHTS

I was tryen to find out why my the head lights go
out at night time while I'm driving. When it did it the
other night I just turned my bright lights on and
once I stopped I turned the bright lights off and
they were back on. Is that a sign of a blown fuse or
bad relay.
