2004 Ford f250 4x4 will not disengage

Put truck in 4x4 while stopped (electric SOTF) now it will not go back to 2wd. I have tried switching the two relays in the engine compartment. (No Help)  I put the truck into 2wd manually while replacing the transfer case shift motor.  I put truck back into 4x4 after install and it is again stuck in 4x4. I have also checked the fuses in the cab. Any ideas??

If it vacuum check tube if electric then ur electric pump on axel went bad
